My light bar on my vstar custom points downward, is there a spacer for the lights to manually adjust them?

Always give year, make, engine size and model # when asking questions. V Stars come in different years, sizes and model styles. We need that complete info to give an informed answer. Also the brand of light bar would've been helpful.
On average, light bars for those bikes have a 10-15mm thick spacer. That might be your problem. If the bar mounts to the rear of the headlight, that's where the spacer would be.
Light bars are usually fixed and are not adjustable.
