Does anyone know how to find out if someone has a cell phone and the # for it?

I'm trying to find out if there is a 411 for cell phones or a way to check to see if someone
I would like to get in touch with is currently using one? I know the last 2 calls that I missed from this person, sounded like were made from a cell phone! I know that he is residing in Tacoma, WA. but, can't find out anything else. He was living here in CA. up until 3mos. ago so if has a cell phone it could have a CA. or WA. area code and #!! Can anyone help me with how to go about finding out this info.?????Thanks

Ask the person. Do you know of anyone else who may have received a call from him? Try them.
