France's changing demographics, is largely due to it's immigration policies. It is true that Frances citizens of middle eastern descent do procreate more than it's own descendants. I would say this is more likely due to culture, then economics.
I don't foresee the sort of ethnic extension forecasted in the article coming into fruition, although it is a possible ramification. I think as the Arab descendants will assimilate into France's culture. Even if only half of the new immigrants assimilate, then the next generation would have 3/4 assimilated, and so on.
Although, I think France should evaluate the rate of it's immigration more thoroughly and consider the ramifications of it's changing culture.

As someone from the Unites States who has been living in France for the past three years I can say that the text represents perhaps the worst kind of racist, alarmist, extremist, and hurtful thinking that it creating the terrible social problems in France today. In a country whose motto is liberte, egalite, fraternite, the French have not been able to create a society with any of these characteristics. Where is the fraternite in that text? And if the schools in the majority Muslim areas of France are sub-par, perhaps it is a serious question of a lack of egalite. Those children who suffer from a sub-standard education, who will have difficulty achieving the Bac, not because they don't want it but because they are not taught to the level necessary, how will they fare in French society? Where is the famed liberte when having the name Mohammad closes the doors of people like the one who wrote that text? But more important, yes France is changing. This is normal, countries and cultures change. However it is not the intent of the immigrants from northern Africa to erase the French history and culture, they simply want to find a place for themselves in this land of supposed freedom.
