Depends on the restaurant, sometimes they pay, sometimes they don't. Many military personnel in uniform also don't pay, it's the restaurant owner's way of paying respect.

I was a Medic and worked with the cops in NYC, we never got any food free. I think cops should pay like anyone else, it is like they steel. They should set the example

They are usually treated to free food as a type of bribe in a sense. For the cop to come and check on their place from time to time, to make sure they aren't about to be robbed and so fourth.

because most busienss owners are happy to have them around to deter theft..its a small price to pay to get rid of the vermin who would perhaps nail the business. i would do it too and besides it supports a good society.
