I connected the wire to the electrical outlet but apparently the battery's still getting lower till it blanked out.
how do i tell the comp that it's to be switched to a power outlet and not relying on battery?

It should happen automatically when it detects mains power coming in.

Check that the cord is firmly plugged in at all connectors and that all switches are on.

If still no good something has broken and your need to see a repair shop.

It should switch to electrical power automatically as soon as you plug in the power cord. There should also be an icon in the task panel showing if it's battery or electric. When you plug it in, just make sure the outlet you're using isn't also controlled with a switch.

You should not (normally!) have to manually do this as it is not the computer that allows the battery to charge it is the power pack.
The first thing I would do is check the outlet to be sure it was on (some here in the US operate on switches) plug in a lamp and turn it on to see if it is getting power.
Then, check to make sure the power pack is working. Some have a light on them to indicate they are getting power. Some laptops have a light that comes on (even when it is off) to indicate that the battery is charging.
You can also try taking out the battery and just using it plugged in to verify that the power pack is working.
Replace if needed.

it is automatically switch to the electric plug if the battery off.

Better to check your power management in control panel.

It shoudl do this automatically. If not their is something wrong.
