As we get older we have more experience to digest what we take in. This is the case for food and life experiences. Really young children can not discern height, depth, reality from pretend. It is a skill they need to learn.
Age restrictions are necessary to protect deception of younger people. It is designed to keep materials that can be misunderstood from damaging a young persons discernment of reality.
They are a good idea.

Offical reason: So parents know what is in their childrens video games and can make proper choises.
Real reason: The video game world came under attack in the early 90's for violence in gaming. There was even a senete consul meeting. To prevent goverment from censoring every game, they game developers made the rating system. This also pointed out the flaw in the anti-gaming argument. That many parents don't look at the rating system when little Tommy is screaming for them to buy game like Grand Theft Auto.

Because some games are not for kids under the age listed.some games might be but soon are not because of mild language, and a lot of other things. In some countries the don't allow some games because the stuff and things in them because it might be something that that country might have done and the do not want to see it again.

To allow parents to pick a game for their child that they feel is appropriate! And to block full on porno games gettin to 2 year olds! etc.
