I don't think so.

I think water restriction will become the way of life in Australia due to the climate change. I have heard that there are come places in the country that has higher water restrictions (eg. 4 and 5) for years and still lives there.

I, for one, choose to live in Melbourne because of its cultural diversity, the food, and the feeling. So it is very unlikely that water restriction will change that. Except when they start banning people from taking shower at all... LOL

third stage water restrictions are being introduced from the 1st of jan.....yes they are harder and yes we all need to be conscious at to the amount of water we use....but is it enough to move for...no....and i dont know anyone that has even thought about moving because of the restrictions.....
melbourne is a beautiful place and a very fantastic part of australia

If it is true I don't blame them
I'm in brisbane & i feel like moving because my lifestyle has gone because i cant even enjoy my garden now because our premier keeps bringing 1000s of people in each week for years & he is just talking of new dams NOW where they actually have rainfall not like where the wivenhoe dam is as it hardly ever rains in that area only every 100 years or so ( big rain ) it was put ther soley to stop brisbane flooding plus they should give us all water tanks because most people cant afford them
