First, put on a light coat of mascara by putting the brush at the base of the lashes, then wiggle the brush back and forth as you also move up the lashes. Hold the applicator at the top to help get the eyelashes to stay up and curled.
Then, put a blast of hot air on the white strips of your eyelash curler to heat them and immediately curl your lashes with it.
However, I'm not quite sure what you're expecting. The curler pushes the lashes up and gives a very slight arch to them to open up your eyes. It's not a huge change.

There is a number of ways however you have already ruled out a few of them! The blowdrying thing is if your eyelashes are wet ( eg. after a bath or shower ) just close your eyes and blowdry your lashes up, then use mascara to keep them in place, this normally works ( with me! ), another way is just to use mascara to push them up, but if you don't use an eyelash curler thats about it! Good luck!!

You could try a heated eye brow curler this worked for my friend, if not use mascra to curl them...hold the mascra at the bottom of the lashes closest to your eye and press then firmly bring the brush to the tip.
If you hold it at the bottom for a few seconds this should create a curl. Then repeate until you get longer curlier ashes
Good luck

You can't curl them without some help, I have mine permed at the salon for about $20 it lasts around 4-5 weeks and a good beautician can do from slight curl to dramatic.

Try using a heated eyelash curler, if not, go for a mascara with a curved brush (L'oreal Voluminous is a good one.)
