because it was believed that every computer in the world would require a unique IP address so large institutions were given lots of numbers (category A), smaller ones less (Category b) and then vsmall institutions and individuals cat c.

This didn't work as we soon ran out of numbers so a system using NAT was developed

With IPv6 we should have enough for all

sorry- this doesn't really make much sense.... unless you are refering to "why is an IP adress split into three segments"......
