Yes you can listen to Howard using Sirius Internet Radio. Sirius Internet Radio cost $12.95 a month.
This will allow you to listen to Howard on the internet.
You will not be able to pick up sirius from the satellite however.
If you buy a Sirius Stiletto reciever you can receive Sirius in your home using a WIFI connection.

Well considering it is Satellite Radio, you should be able to purchase it in any country. You just have to have the proper equiptment...check out their online store...http://shop.sirius.com/
