There's probably a glitch in the driver for your mouse, and/or a conflict with some other piece of hardware. Try downloading a driver for your particular mouse and installing it. If it's a Microsoft mouse, they have driver files at their website.

You did not provide enough information to actually have your question answered.
To imply that your mouse is frozen under a certain circumstance (after restart) would imply that it is working at other times. You did not specify when it is working. Does it wait 10 seconds then start working? What makes no sense at all is that your mouse not working after a restart would mean it never works. However, you are either dense and include redundant information or are dense and are not saying that your mouse never works by giving a misleading title.

Try reinstalling your driver. Or your mouse may not be connected tightly in the back of the computer.

yes first make sure it is plugged in correctly and if it is try looking on the internet for drivers for it and see if you can get some newer ones. If that does not work then just buy a new one they are cheap
