not all of them
the most famous one that I can think of is the Texas chainsaw massacre
although some parts of the story (the mask made from human flesh and the instances of cannabalism were loosely taken from the case of Ed Gein, which conversely was the inspiration for Hitchcock's "Psycho") the actual events were purely fictional with a Texas law official being quoted as stating that there were no known chainsaw murders in the state up to the time the movie was originally made.
Many times the term "Based on a True Story" is merely a Hollywood device to titilate and tantalize the public into gaining more interest for the film.

They all are based on some type of real event, but not necessarily the WHOLE story. I mean Texas Chainsaw massacre was based on true events, but really just based on Ed Gein's murders in which he kept the skin and made it into clothes. The whole teenager on a trip picking up a girl and landing into a backwoods town with a serial killer family is MADE UP! I never believe the whole "based on a true story" unless I have watched the news & it's been confirmed. Even then, we really don't know any true murder, victory, or any other real event unless we were there.

Well hey! We got the names sorta right..didn't we? Yeah and okay, it didn't really happen that way...but you know, like the truth isn't...like ..Hollywood enough...okay?! Geez, some people! We say "based on a true story" and THEY expect facts! God! Some people! I mean..c'mon! Julia Roberts almost showed her..(what's the PC word for ****? boobs? well, you're hired to know stuff like that! I'm the producer after all!) ummmm breasts! So the water company never actually did anything wrong! And the chemical we talked about is harmless, and real doctors laugh when one thing causes so many different symptoms...so what? Nobody will know..I mean Julia Roberts..umm....knockers?? Oh, sorry!! Geez! Breasts.

It really depends Some times the whole thing may be real and Some times they take a small event and elaborate it to a movie by adding so many things.....Sometimes it may be a publicity stunt..

Legally, they have to be. However, the words 'based on' can be used pretty loosely.
