Not in Queensland, Australia! If you want a serious answer you should probably add in where you want to buy and the price range you are looking at.

The market has lowered the price of homes substantially over the past several months.

Yes, this is when it is a good time to buy a home. It is a 'buyer's' market... Things will pick up a little bit by spring, so the winter months are good.

This is a great time to buy a home. Prices are low and sellers are willing to negotiate extras to close the deal. You might get a seller to lower their sales price, throw in closing costs. Many new subdivisions in my area are offering up to $10,000 in upgrades and money toward closing costs. Don't wait, Realtors anticipate sales prices increasing in the next 6 to 12 months.

Its still a soft market so if you are looking to buy a house in USA it is a great time.

Seller will pay for some of your closing fees or all. Some will leave furniture and some even will leave their used car too. I am talking about CA and AZ.

They usually say December is a good time to but because most sellers want to have the house sold before the new year starts. Also, as a result of wanting to sell before the new year, they are more willing to negotiate.
