how much does the i beam cost and what size would i use to replace 2 x 8 wooden floor joist. I have sixteen joist and i also want ot know how many beams i would need and if thist is even a good to do ?

No it is not a good idea.
Steel I beams are used to support the floor joist and the beams have to be run into the basement walls for support and held up with metal poles.
You would be changing the floor stress point and flexiblity by making them all steel - even if you blew out your wall supports to insert the beams.
I have seen aluminum i beams - same as wall frames ones. I do not think they are a good investment however.

if you want to remove support posts leave the floor joists alone and replace the support beam with an I beam that has been cut in to be flush on the bottom. The ceiling can be finished off flat without the drop for the beam. this is much more cost effective than replacing all the floor joists and a lot less work. You can save hundreds of dollars buying a used I beam for the project. in order to determine size more information will be needed. if your interested email me.

I once had two 18-foot long 13" x 4" doug-fir joists reduced in size to 8" x 4" in order to increase clearance from the floor We did this by having an engineering firm design two 18 x 8" x 1/5" thick steel plates that we through- bolted to either side of the existing wood joists. Then, we trimmed the joist by 5". Worked great.

Boy!, you must have someone in the foundry business, you know what it's going to cost you to replace all these 2X8's? it's crazy to start with unless your expecting something we don't know about.
Call your local County building codes office first and find out what the code is on this before you let this get out of hand. I would estimate the cost of raising the house and putting the beams in, is going to be more then the place is worth. Then there's the cost of the beams and, the placing. wow! you sure picked a good one. I'd like to know why? but, that's not possible here. You should get together with the guy that thinks we in America should build our houses out of concrete, you'd really have a house let me tell you.
