I have stairs outside.

step- a single or few risers that leads to one level or elevation to another, usually used for porches, decks, elevated rooms, platforms (not necessarily outdoors)
stairs- one flight or series of steps that leads you to another floor, usually in a building or multi-storey houses, office and commercial buildings. (not necessarily located indoors)

cuz we tend to say "steps" when were just referring to a few stairs. but we tend to say "stairs" when we're referring to a whole staircase.
