There are many courses of action you can take against both the mentioned offences.
My first line of approach is to talk to the noisy neighbours and ask them to keep it down. If they refuse to do this and continue to behave in an unsociable way then by all means talk to your landlord. He has the authority to give them a warning if they are acting a certain way. This especially goes for unruly pets. He can ask them to get rid of the dog if it is being a nuisance.
Keep a log of everything you are complaining about and present this to your landlord. Keep a copy for yourself of course.
If your landlord is unwilling to get involved then contact the police. They can issue the family with a warning and the council can issue them with a heavy fine for noise pollution, if it is measured at a certain frequency etc. The police and council can also have the animal removed if it is disturbing the peace or causing damage or endangering others by being let out loose.
Don't jump in with guns blazing, take your time and give your neighbours the opportunity to change their ways first. If they don't change then you can start taking harsher steps.

You have the right to peace and quiet and to not be bothered by a neighbors pet(s). If the neighbors are being unusually loud all the time or after a reasonable hour in the evening (like after 10PM) you should first of all ask the neighbors to tone it down. If it persists, contact the landlord. You can also call the police if necessary and I suggest you do this only as a last resort or if the noise gets violent.
On the leashless pets, if there are leash laws, they are in violation and you should not waste your time with these people, call the police straight away.

Heck yes... neighbors have an obligation to keep their dog on a leash and keep them quiet. I've dealth with this.. how annoying. Type an annonymous letter to the neighbor. Be super friendly. Say something like, "Your pooch is really cute, but he's been very noisy lately and making it hard for me to sleep since I work the night shift. Thanks for your consideration. Your neighbor" Usually something nice like this works. If not, yes, tell your landlord. But my experience with landlords is that they really don't care. I had an upstairs neighbor who let his kids build a skateboard ramp and practice their jumps all day long. It drove me NUTS!! All she said was, "Well, this is apt. life." Ugh. You might also check your local laws which usually govern noise and "stray" pets. Good luck!

Skip the Lanlord and the Neighbors. Call the local animal cotrol Department and have them deal with the problem. Stay anonamous as possible in these situations. If these people let their dogs run what makes you think they will listen to you. Even if you leave a note on their door there is the chance somone will see you, pehaps one of their friends. The next thing you know there is a bag of burning dog **** at your door. With a note attached saying mind your own business. Come on ppl, start living in the REAL world.

Talk to them first about the noise, if the dog is not biting any one why would it bother you. if there is a leash law someone else will probably call the pound. you should try to get along with your neighbors first.

that would make you a tattle tale. If you have a problem with neighbors, politely inform them of your fear for there dogs..orsimply....inform them that they could be quiter. Civility, makes for good neighborship, as the world seems to reject neighbors now adays. You never know, for what ever reason...you may need thier help one day...it's always best to be polite and adult like. A landlord intervention will only create tension and bad vibes....plus...isn't kind of cool to know peolpe are having a good time? whop wants to ruin that? well, grumpy old people for one...while it may be inconvienent....earmuffs....or headphones or...tranquility through tolerance. Love thy neighbor....and they will love you. I have a lot of experience...having dwelled in a city most of my life...plus...I like to know people are having a good time...it helps me sleep. DOES UR LANDLORD HAVE A CRYSTAL BALL? OF COURSE UNLESS U LIKE THE DOGS AND NOISE. ALSO U SHOULD SEND UR COMPLAINTS IN WRITING MAILED CERTIFIED RETURN RECEIPT REQUESTED, THAT WAY U HAVE PROOF AND OF COURSE HAVE A COPY OF THE LETTER.

It depends on if it bothers you or not. If it does bother you than try talking to them first if that still doesn't help then go to your landlord. But if it doesn't bother you then leave it be.

i would confront them first.. you can go straight to tha land lord.. but i would recomend telling your noisy neighbor to b quiet firs.t. then if it continues.. then tell your landlord
