If you are making the game, it means your internet connetion sucks. If you are trying to join a game, it means their internet connection sucks. There is another reason why the latency could be high. They are cheating by hacking into the game and changing the rules. This requires them to have to send information out, which drags their connection speed down. Yes there can be thousands of cheaters out there. Latency speed messured in milliseconds is like a radar or sonar ping. It's the speed from point A to point B to point A. A would be one computer and B would be the other computer in this case.

The latency is the internet connection. The higher the latency, the longer it takes for the players computer to send and receive signals on the internet.

If the host of the game was a lagger, then everyone would get booted and you'd get that error message. Get it? :)
