Because the flights are controlled from the Houston Mission Control center. More specifically, the flight of Apollo 13 was and that is where this particularly famous phrase comes from.

'Houston' is the location of the NASA Johnson Manned Space Flight Center; this is the control center for all US manned space flights, after launch phase.

Astronauts use the name 'Houston' for their home or base. BTW, almost all of them live in or near Houston, TX.

Because one of the two major space stations are in Houston. The other is in Port Canaveral, FL just outside of Cocoa Beach, FL and about an hour away from Orlando, FL. Can you imagin if the command center was in Port Canaveral,FL and they said, "Port Canaveral, we have a problem"?

Lastly, that line is from the movie Apollo 13. The situation was, there was a problem, the command center was in Houston, and the whole thing may have just been fabricated to sound cool in the movie. I don't know if it happened, but Tom Hanks sounded cool saying it.

When they are up in the air the control center that commands them and watches over everything is in Houston, Texas. Mission control is there.

I think the Appollo 13 crew was in contact with radio control OPS at Houston when the Crew realized they were in trouble.
