I know it sounds kind of silly, but look at the way cultured individuals that you admire carry themselves. You don't want to copy their mannerisms, but take a good look at your own. If you are looking to attend an event where other cultured people will be, you don't want your mannerisms and movements to be glaringly opposite. Do your mannerisms give off an impression of being immature or unsophisticated?
Be sure to keep up with current events by reading the newspaper everyday. Also start by reading some of the more classic works before branching out to something more drastic. Be careful when you travel, don't fall into the being a tourist trap. You won't be anymore cultured than you were before if you simply view your trip from the window of a bus. Get off the beaten path, talk to the locals, and eat at the smaller eateries. For goodness sake, if you go to Paris, don't eat at places like McDonalds or the Hard Rock Cafe. You will be missing the point of the entire trip.

Family background is one. Meaning, your parents/siblings have exposed you to different classics in movies, theatre, etc., also they could have enrolled you in some dance, singing, etc. schools, reading books is a common thing amongst family members, family trips to the Museums, outings (camping, etc.). These all add up because you get exposed not only to the information & skills you learn but also you get to meet all sorts of people.
Another is to continue these developed habits. You don't have to have a lot of money (like spending a fortune to travel around the world). Books say a lot - you learn about the world (of course it is different when you experience but is just as good) because you put some sense into you. In that way, your knowledge plus your principles make you fairly cultured by strong beliefs influenced by your own gained exposure and learnings.
Traveling is another. There's nothing better than living in one part of the world even just for a while.
Your interest in all of these things should also come out naturally. Because if you know certain things but not actually have the passion for it - then, it is not being cultured but rather being knwoledgeable.

You don't just need to travel, but be open minded. I'm sure there are people of different ethnic origins in your community, go learn about their history, religion, food, art and clothing. Teach yourself geography. Try new things such as food, even if the food does not look good, try it. The last thing you want to do it offend anyone. And they will be more embraceful towards you; if you try their culture.

Travel and get exposed to various habits of the cultured people. If travelling isn't your way, then read lots of books, observe people. Don't be a copycat and act desperate for recogonition (of class). Be yourself, observe and when you feel you are good enough with hospitality, behaviour, expose your new-self.
Keep your cool, be sensitive, caring and win people.

travel, travel, travel. and then travel some more. read about other cultures, and have an open mind to anybody and any culture. but really, travel a lot and let the atmosphere of the place you are in just absorb you.
