I want to know every artist in history especially Ol' skool artist so I can sample their music legally of course

You won't be able to find out about every single artist in history because, well, they're popping up every day and many of them are just garage bands and club bands.
If you want to get a good sampling of music, as ridiculous as it sounds, head to the nearest Wal-Mart. They have machines that allow you to sample music by just scanning it. You can pick up a Fifty Cent CD and hear a 30-second sample of whatever. You can run and get a Beatles CD and listen to it. It's quite nifty. Of course, you might want to do this on a not-so-busy day, or you'll have the attendants screaming at you!

the only answer I know to that is the internet, I don't think it's possible to have one website to list every artist to ever record, there are just too many, it may be easier to find a list of artists who allow legal sampleing

that is definitely not possible to find EVERY artist in existence. though this website http://www.last.fm makes a page for every single artist that anybody has listened to while connected to the website (and there's apparently a lot of people on that website).
