The Internet was originally designed during the 1960s and 1970s by the US Advanced Research Project Agency (or Defence Advanced Research Project Agencey). It was called ARPANET. It first connected large mainframe computers (mainly at large universities).
They used what is called a redundant design: basically, if one, or a group of servers or connections are lost, the rest of the systems still worked and stayed connected. Remember, this was designed during the Cold War, so they created it to withstand an atomic bomb.
The development of the Internet has moved on from the US government and is managed by both private and public organizations. The network is still a redundant system, with all the servers relying on the other servers.
