There is a product called a softcup...the brand name is Instead. It seems odd and you'd never understand how it works unless you tried it. It seems too big and the wrong shape...but when it's done properly you really cannot feel it at all. Big plus is that it's NOT painful to take out, unlike a tampon removed too soon.
I've used them a couple times for swimming or on flights (you can wear them longer than tampons). The link below has videos on all the questions you might have.

Not much you can do about that -- either put in the tampon right before you go in, or don't get in the pool.
You may also want to look into getting a menstrual cup -- the most common types are DivaCup or Moon Cup. They work similarly to a tampon, but because they are made of silicone, you can keep them in for much longer, even if you haven't started your period yet. They're sanitary, reusable, and a lot more environmental-friendly than tampons or pads.

You could put your tampon in right before you go in the pool/hot tub, and take it out when you are all done swimming. I think plenty of us have done it and are none the worse the wear for it! A little bit of security so you can relax and enjoy yourself. If you are nervous about it, using a little Surgilube or Lubifax can make it go in a little easier (water soluble lubricant)

DONT WORRY! your body tempetature changes so when u start u dont bleed, it kind of puts it off until u get out, but when u get out of the water, rush to the bathroom and put in a tampon. ok, trust me.
