1.go to rocket game corner.
2.defeat the rocket at the poster in the game corner.
3.click on the poster and open the entrance to the rocket hideout.
4.find giovanni in the rocket's hideout.
5.defeat giocanni in rocket's hide out.
6.bring the ???? that giovanni drop after you won the battle.
7.go to the pokemon tower and use the ????? to see the true indentified od the ghost and get to the highest floor of the pokemon tower and defeat the three rockets to save Mr fuji.
8.talk to Mr fuji in his house and he will give you the pokeflute.

You go to the ghost town and fight team rocket in the tower and save the old guy. He'll leave and go back to his house there in town. Go into the house and talk to him and he will give you a pokeflute. Then you can head on your way.
