I would hire a good private investigator and they should be able to find almost anyone for the right price.

The surname Overbey is a bit unusual, I doubt if there are many in the phonebook. If you find one, chances are they are a relative and might know where he is. If you run into dead ends there, try the county courthouse. Check to see if he changed his name or ended up in trouble with the law.
If all else fails, go to his last know address and consult his ex-neighbors. If he rented, talk to the landlord and see if they have any information.
