There are many ways of doing this. What is your setup? Do you have a desktop plugged into your modem via ethernet or usb? Are you wireless?
If you have a computer connected to a dsl/cable modem or it is using dialup then you can either install an ethernet card in both computers and network them together and turn on the internet connection sharing (ICS) on the computer connected to the internet.
Or you can buy a router and connect it to the cable/dsl modem and then connect the two computers via ethernet or wirelessly (depending on what router you purchase) to the router and surf to your hearts content...

Do you mean how do you connect to another computer that is connected to the Internet? If it is a home user, they will need to have some remote administration software running, like PC Anywhere, and you will most likely need a username & password to log into their system. Windows XP also allows you to send Remote Invitations to another user which will "invite" them to connect to your PC. Another way is via FTP, IIS, and Telnet, but that's a whole other lesson.
If the computer is in the same room, and if they both Ethernet ports, you could connect them with a "crossover" cable.
If they are in the same house as you but not in the same room, you could purchase a wireless router and use file and printer sharing to connect the two.
Other than that, the only other way is hacking...

PC is connected in your local netwok or internet.
1. If connected in your local inetwork, connect it with local connection.
2. If it is connected to internet, you also must have internet connection. and connetct it with public ip address which provided it from ISP.
If that pc using Dial-up connection find ip with ipconfig command form command prompt.
If that pc connected using broadband ask ISP for ip which given to that PC

You should have Ethernet card in both the computers. Then you could make the connection directly between the two (Peer to Peer Connection).

Please tell me the OS which is installed in that in that computer.
if that is win 98, 2k or XP then its ok u can able to do that using internet sharing but IP will be automatic.
