Laptops are not easy to upgrade, and it's not recommended. Each model is designed with heat and power consumption in mind, since it's a small space to work with.
It is possible to find a faster "mobile" processor that will work on the same board that your laptop has. The trick is finding the mobile processor to begin with (check eBay) since they are not sold separately.
Consider formatting your hard drive after you have a chance to backup the data you need. Then reinstall Windows fresh. You'd be surprised how much of a difference that can make, even when your hardware is long outdated. Also don't forget to upgrade your RAM to a minimum of 512MB.

Depends
1) Does your laptop manufacturer accept laptops for upgrades? If not, then you will probably go to a third-party upgrader on the street who will not guarantee a good quality of an upgrade. Do so at your own risk.
2) What exactly do you want to upgrade? some things are more easily upgraded than others.
3) Is it a better idea do simply get a new laptop which is more powerful than yours but is cheaper than upgrading yours old one would prove to be?

FNKY is right. When you reinstall windows (email me if you need detailed instructions), your computer will be as fast as the day you bought it.
I am typing this on a 800MHZ Dell laptop that has a very fresh install of Windows XP. It has not slowed down since, because I use Firefox for my web browsing, and you should to.
Firefox is much safer and than Internet explorer, due to the fact that it is less open to spyware and adware, malicious software that makes your computer slow.
Browsing the Internet with Internet Explorer exposes your computer to these types of software, simply by browsing the internet. This is because IE is not as well written as Firefox and because it is installed with almost every computer that is bought in a store, so it is what most people use. Since most people use it, it is targed by the writers of this harmful software who wish to use your computer as a spam/pornbot or sell you something.
You can try removing the spyware/adware you have with a program like Spybot Search and Destroy (http://www.safer-networking.org/), bur reinstalling Windows is really the only way to get it all off.
Your computer has plenty of speed for general internet/email use, although you do need more ram. The addition of ram and the use of Firefox is what keeps my Dell fast enough for these simple tasks.
