That's how you would write it in Roman letters to a person you are on friendly terms with.

If you have a more formal relationship with this penpal, then I would suggest:

gifuto wo okutte mo ii desu ka?

ギフトを送っても良いですか?

translated "is it OK if I send you a gift?"

Also, the above sentence:

私はあなたにギフトを送ることができる

watashi ha anata ni gifuto wo okuru koto ga dekiru

has a different meaning. The meaning is not "can I send you a gift" but "I can send you a gift" as in I have the ability to do so.

"Gift" is not better known as a foreign word in japan than "Present".
You cann use a japanese word like "Okurimono".

You can send a gift to a japanese, but not to a german. Gift means "poison" in german.
