The United States has used two nuclear weapons, the only two ever used against a civilian population, to end World War II in August 1945. If you want to know who will be next, I would assume that it would not be Iran, Korea, Isreal, Russia, or the United States. All have too much to lose (as you cannot win a nuclear war). Watch for extremists of some kind to use them next.

The United States of America remains the only country who were corrupt enough to use nuclear weapons against another nation. And not only once, but twice.
They have already given themselves "permission" to think of another people as deserving of annihilation. This will colour their thinking in any future decisions as well.
So, to answer your question..The U.S. remains the only real threat for the use of these "nation destroying" weapons.

Any WORLD citizen who allow the U.S. to get away with using nuclear weapons, as they are getting ready to do in the middle east RIGHT NOW, can no longer call themselves intelligent and concerned. We should ALL campaign against the use of these terrible weapons--ESPECIALLY by a power that has proven to have faulty judgement regarding their use in the past.
Wake up America--your president is about to start a nuclear war that could very well annihilate you and your children, when just reprisals are undertaken by the targets of those American bombs. How much worse than the Twin Towers will a strike be that includes a backpack nuclear bomb?

Pakistan, there is a radical Islamic movement in that country being fueled by Al Queda and the Taliban in exile. Pakistan itself will not actually use the weapon first, but it is highly likely that the first nuclear detonation in modern warfare will have deep Pakistani connections.

Where have you been? The USA has already used them--on civilians!!!! (In the most Christian cities in Japan.) Talk about "collateral damage"!!! We killed hundreds of thousands of people to see if these weapons would really "work".
I won't even "honor" statements about the difference between atomic and nuclear--just suffice it to say the weapons we have now will kill millions. And anyone who could even half-way wish that we use them on anyone is one sick puppy. We would be unleashing the most horrible of all threats, and would probably begin the end of humanity on earth.

People used to say it would be Israel because they had a "Masada complex" . In other words they'd rather die and take every one with them than give up their freedom again. I hope it doesn't come to that, but because nuclear weapons can be made smaller now, I think terrorists may be gutsy enough to try.
