The scripted answer to your question would be, for control.
However poverty is something that has been with us since recorded history so it is simply a part of life.

It's not the people in power that create poverty it's the average person. If you shop at places Wal Mart you create poverty by driving jobs overseas. If you don't pressure the government to increase minimum wage they won't and people fall into poverty. If you don't demand social health care, you create poverty because companies like Toyota open factories in places like Canada. Canada gives companies an advantage because companies like Toyota doesn't have to pay for employee health care. When you vote for conservatives, you create poverty, because to them it's the company that comes first and ignore the little guy in need. The list could go on but, it's not those in power creating the poverty, it's voters who allow government to ignore those in need.

I do not believe that poverty is created by those in power. That being said, I do believe that those in power do not do enough to help eliminate the causes of poverty. I believe some children are growing up without the encouragement to better themselves because their parent(s) gave up long ago, and they just perpetuate the status quo by raising their kids to be poor. In contrast you have Ben Carson and many like him whose families encouraged academic excellence
and so Ben worked his butt off to be able to graduate high school with honors and get into a good college situation. Today he is known as a world class surgeon. Now, not everyone can be a surgeon, but everyone can be encouraged to work hard and take pride in their efforts. To have the attitude that you are owed something from society is a loser attitude. As long as we have such bitter and angry people, we will have poverty.

Why do people generalize? that is a huge problem, take for example "people in power" Bill Gates has contributed millions to those who lack basic health care in other countries, there seem to be so many reasons that people live in poverty in the U.S., mental illness, drug abuse, or just plain laziness, I think the middle class is also to blame for not helping more, lack of values Christian or other is a big problem, as a christian I feel it is my duty to help the poor...problem is many people lack compassion what to do about that? you can not blame the government for all that is wrong, fact is the Bush administration has contributed more to poverty than any previous administration.

My opinion is that people in power have better things to do than create poverty in america.
BTW: you should have posted your question in the economics category where people would actually know what they're talking about.

People in high power in the US don't create poverty. It's just the fact that some people are too lazy to actually take a job that gives $6.50 an hour, and some people don't wanna subject themselves to lower jobs. It's not the President, it's really the people.

They don't choose to create poverty, in fact no one wants to create poverty. However, i think poverty happens because the power gets to their head. It's soo much power that it's overwhelming, and greed takes over. That's why many politicians in the past and present go corrupt, because of the power they get.

Remember the words of the great real estate maven Leona Helmsley...... "Only the little people should pay taxes"......
The little people are taxed and there are more of them than those who are in the state of wealth....... and because of that, there are more taxes coming out of them.... The little man builds the world while the wealthy profit from the sweat from his brow......
Poverty, with that respect, is makes it easier to create a taxing system that goes round......

Because creating an underclass of people scrambling to survive on minimum wage or thereabouts creates a class of people too tired to engage in politics or ask questions.
