You can't. Grand Theft Auto: San Andreas is a copyrighted game. You have to purchase it if you would like a copy. Given that it is one of the best games you can buy, and completing it will take you over 40 hours or more, it is certainly worth the $20 it costs to buy.
The alternative is to try and find some illegal file share site and download a pirated version. Of course you may also find that you have inadvertently downloaded a virus alongside your game.
