burning cd's should be free, downloading music is a different story, to download songs for free I use limewire which u can get at www.limewire.com you have to be careful when using a peer to peer sharing program though because of viruses and of mistitled songs, always virus scan downloaded songs before playing them then listen to them before burning to listen for glitches and to make sure it's the correct song

also, windows media player 9 has burning software built into it

If you don't have a computer, tough luck. But if you do, if it is fairly new (0 to 4 years old) it should come with the burner built in. If not you can buy the software at BEST BUY.
