Go to the desk top and right click, then on the drop down menu select Arrange Icons. Turn off Auto Arraign and Arrange to Grid (only on Windows XP+). Then modify the icons as you want them to appear on your screen. When you are finished then again right click on the desktop to get the Arrange Icons menu and select Lock the Desktop. This should lock your icons in the pattern that you set up.
Oh, some quick advice; when your machine first boots up Windows has to index all the icons on your machine as well as all the files in your My Documents folder. If you have a lot of icons on your screen (or a lot of folders in your My Documents folder) then that will increase the boot up time. If you need a lot of icons on your desktop then consider making a few folders and organizing your icons into groups under each folder.

The icon moved to the upper left corner because your desktop options are set for automatic sorting. Right click on an empty desktop space and de-select the "auto arrange" option. Then you can drag the icon back to where you want it.

If it is snapping to the left-hand side when you try to move it, right-click on an empty space on your desktop, go to Arrange Icons By, and select Align to Grid. Now when you drag an icon, it will snap to the nearest square in the invisible grid on your desktop.

Simply drag it to the new place but if it doesnt work, right click on the desktop, from the pop up menu choose Arrange icons by> and uncheck Auto arrange (just click on it if it is checked)
