No, that will not work. Usually VGA to DVI adapters are actually
DVI to VGA adapters. A DVI can output analog or digital signals, where VGA can only output analog signals.

Most monitors will have DVI and VGA. Doesn't your monitor have a VGA connection? You will not get a better signal by converting your VGA to DVI anyways.

If you really want to improve your image, you should buy a new video card with a DVI-out. Then you will get a true digital DVI signal.

How are you even getting a picture at all? DVI and VGA use different connectors; you won't be able to connect your monitor to your video card unless you get an adapter.

It would not improve picture quality it is just an adapter saving you from having to buy a new video card.
