i have a friend that left her 3 kid in texas after a divorce .She tring to get them back but her exhusband keep moving around on her making it bad it hard for me to prepose to her. What do i do

Do not propose to her yet, let her work through the problem she's in right now, before doing so. She'll be unable to be purely happy, as an engaged woman should be, if she's still in the midst of trying to get her kids back.

Love is a great Thing, but at this moment you are between a lot. It might be hard for you, but you are going to have to leave your emotions aside for a while, because she might need a friend at this moment more than a Lover.
She is going though a lot right know. Provide all the support and understanding to her and eventually you will have time to prove to her your love and propose when the time is right.

all you can do if you love her is support her and wait for the right time right now she needs your full attention on her heart, a mother and a child's bond is so strong that if someone tries to keep them away from one another it could hurt them very bad. she needs a shoulder to cry on help her reunite with her children and that will show a big act of selflessness and she will love you more.don't worry there will be one day, a perfect day, that will be your time and all good things come to those wait.

Ok if she wants her kids back and he keeps moving that could be considered kidnapping... if she hasn't already consulted a lawyer, please tell her to do so.
As for your proposing, I think you have more important things to deal with right now. Support her in trying to get her kids back, then worry about getting married. You want to start your lives together on a good note.

Make sure she knows that you love her and will always be there for her. And when that moment strikes to ask her you will.
Help her get her children which will show her how much she means to you.

Yeah, dude she's got too much more important stuff on her mind. Don't propose yet. Be her rock, her moral support in helping her get her kids back and once that's done then do as you please.
