The Bios on a Toshiba is actaully installed after you install the Recovery CD. The Bios settings are in the control panel of Windows. It is weird, but that is how Toshiba does it

If F12 does not work, I have some sites that may help you. I updated my BIOS recently because my computer kept crashing and it now seems to be functioning normally again. I do not have a labtop but from what I understand, only update your BIOS if you are experiences problems like I had.

Can you give us an exact model? Without knowing the exact model, it's difficult to say which button. I know on some models it is F1.
When you turn on your laptop, it should say "press to enter setup" or something like that. Follow the instructions.

carry down the on/off button OR Unplug and eliminate the battery. whilst it restart that is going to say "domicile windows close down incorrectly" (some thing like that) and it do a "ScanDisk, basically permit it do regardless of and restart.

when you see the toshiba logo, try pressing "F12",
if that doesn't work on yours, try "F8"
if "F8" doesn't work neither, try "F5"
or if you have your recovery cd, just put it in and it will guide you to reinstall windows.
