I too manage a network and the only real way to do this accurately would be if you have all your users connecting through one connection (like a proxy server or a router) and it is able to log all connections by either IP address or log on name.

Sure it is possible. Try installing a proxy server and configure the proxy server as your users default gateway. This will allow you to monitor all sites visited by your users. Which proxy server to install is going to be a decision for you as I do not know what OS's you are familiar with or what you network competence level is.
Another less effect way is to review your DNS logs if you maintain a DNS server. This will not tell you who requested what page with out enabling detailed logging but it will tell you what sites are being requested.....
If you provide more details to your situation a better answer could be given.

if you want to get the desktop of the remote system use vnc viewer with that you can see what the ppl or doing on their desktop at a time you can monitor a system , if you want only to monitor all the pcs (logs) then install eatherreal software on proxy server or the main pc through which all the requests are going , with eather real you can capture each and every packer or request going out from a pc

You need everyone to go through a proxy. There's a great FREE system called "Censornet". Check it out. It is a full-fledged web filtering system that installs itself onto any server as a complete operating system. Open-source at it's best.

Install a keylogger on the computer, then use a software called DeepFreeze. Keylogger will record everything, and DeepFreeze is a type of software that you backup your computer, and every time you restart the computer, it will turn up how you DeepFreeze'd it. So if you get spyware or virus's, they will be gone after you restart.

which must be installed on the server
