Paraffin is inexpensive and easy. You can get the type that's used for canning at the grocery store.
If the toboggan is not too beat up you can use car wax to. If you want to be an elitist go to a ski shop and get the wax that is used on skies.

We used to do this on slides- using wax paper on it, rub and rub and rub and it should go as fast as the wind.
