Yes; I believe a person can.
I did and I am engaged to him at age 21. So, it can happen. But most of them do not work out or will work out later on in life when possibility of meeting up again if stayed in contact etc.

Nope. At thirteen, there is no way that a young girl (or guy for that matter) is going to form a serious relationship because with a serious relationship you need maturity, and thirteen year olds just don't have that. Also there has been a study that children who have boyfriends or girlfriends at age 12 or 13 will have sexual activity by the age of sixteen or seventeen. You probably don't want that.

What do you mean by "serious relationship"...? If it's something like a relationship where it all leads to things like getting married and having a family, hmmmmm..... small probability.
And yes, you can fall in love with someone without any of those sexual desires. That's why it's called "love".
But most often people in that range of age only "fall in limerence", not love. It's hard to differ between those two.

A serious relationship at age 13 isn't serious.

yes i you can., but its a different kind of love. Theres not as much commitment, you can do always be there for each other, and you cant really spend romantic evenings together. But its still nice to know you have someone. more of a friendship if anything, but with the opposite sex. i know it may not feel like a friendship, and belive me i know, but you will act as though it is.

of course!!! depending on how mature you and the guy/gurl are,how long you have been together and how serious you plan to get. Dont let anyone tell you different bcuz they dont know you or understand the situation.serious is okay but if you mean sex, then serious is not okay but if your're really committed and he is too then I see no problem as long as he is willing to respect you... GL hope I helped

I don't see love having an age. As long as you are mature enough because some people are mature for their age. Just don't get carried away.
