It is about the different state governments which have started demolishing illegal construction. Shouldn't the civic authority be considered as responsible as the developers who have taken lakhs from the shop owners?

A very good question and a very good solution too! But any of the developers bringing out any names? And what about the buyers? They should start litigation against the developers and builders and a whole new rule needs to brought out through Consumer Protection Act which puts an obligation on the land owners to developers to builders to make good of the loss caused to the buyer who is facing the troubles now. Again it all starts with one soical, political cause and action. Atleast awareness.

The Indian Judiciary system which is an independent branch itself should take up steps to educate citizens of their rights, duties and constitution to bring general awareness and 'enlightenment' in the country.

Your question doesn't make any sense. What other remedy to illegal construction would you suggest besides removal?
