Neither. Either way, you're with a bunch of out-of-control tourists. Here in NYC, it's well known by us that everyone at Times Square is either a tourist or a person who newly transplanted to NYC. The REAL New Yorkers are in their homes, or most of us know someone who has access to one of the buildings and/or rooftops around Times Square or elsewhere in the city where we can have a great party. None of us would be caught down in the mess with the dopey tourists who are caged up like drunken animals in little police grates, you can't even move or go to the bathroom and then other people start urinating right there in the crowd. It's dangerous and disgusting. Then within 15 minutes of the ball coming down, they clear the whole square. It's stupid.
I love Las Vegas - just got back from there. I probably would rather be on the strip than in Times Square, but the prices for hotels in Las Vegas (as well as the food, clubs, etc.) is at its very HIGHEST on New Year's Eve. You're better off going to Las Vegas when it's 1/10th (yes, really) the price of what it is on New Year's Eve so you can do more stuff and see more eat better and gamble and have fun. Just to give you an example, I stayed at Palace Station for less than 20 bucks a night (about 20 to 30 a night with a couple nights free) just last week, right up until Christmas Eve; now, the same rooms at the same hotel are going for over $200 a night, and those cheap ones are gone, most of the rooms are over $250 a night.
It's a big let down. You're better off taking the money you'd spend on a big New Year's bash anywhere else and throwing a party for your friends where you can stay warm and enjoy it.

I've never been a fan of NYC but Vegas is a whole different thing to me!
I've herd it's crazy for New Year's but can't be as crazy as Times Square!

The strip. I don't gamble, but at least I wouldn't freeze and there is plenty pf nightlife in Vegas anyway.
