I used to live in Mill Valley (north bay). You can see the whole area from there-up in the hills above the city. I used to watch the sun rise each morning. I do not know if BART goes out that far yet.
The Presidio, Crissy Field and Fort Point are my favorite spots to see the bridge.

These MUNI routes come directly into the Presidio and drop off at the Main Post Parking Lot from which you can walk to Crissy Field.

San Francisco Muni 28 and 29 bus routes stop at bridge toll plaza. Follow trail signs northeast of plaza area to Fort Point at base of bluffs.

For uniqe views of the bridge start a Ft. Point and then walk up and over the bridge [dress warm, high winds] to Vista Point.
The best way to get there from 4th and Market would be to Take the 30 Stockton [at 3rd and Market] to Laguna and Chestnut transfer to the 28 19th Avenue bus to the Bridge. Total fare $1.50

You get an interesting view from some tour boats as they pass underneath. But they are large and shallow draft, and it gets kind of rough out there. The best view, in my opinion, is to walk across the bridge. Once across, duck under the bridge, and head west. There's beautiful views, old army forts, a beach, a NIKE site, all kinds of interesting places. Bring along lunch, water, and good shoes, cause there's nothing available over there.
The best part of this trip is that you get to come back to San Francisco. That's the part I enjoy most. I NEVER tire of that.

Berkeley Marina ... take Bart to Berkeley, and then AC transit down University Ave to the Marina.
There are a couple of GREAT restaurants there, and an absolutely unobstructed view of the bridge.

Marin Headlines........The exit coming southbound on 101 right before you hit the GG bridge to go into the city.......directly over the bridge....absolutely amazing....great place for a hike
