A man discovered an alternative way of teaching children, by letting them learn when they want. Then he opened a school. I thought it was called something Hill. I think it was in the 60's.

Summerhill. There are other schools with very similar philosophies in the US. Sudbury schools, and Free Schools. Check out these websites for more information about such programs.

It is Summerhill School, Westward Ho, in Leiston Suffolk. It was the ethos of A. S. Neil, and in recent years has been run by his daughter Zoe.
Don't know if its still there tho.
There is a book about it by A. S. Neil

I suspect you are thinking of A. S. Neale and the school is Summerhill. Although he is dead, as far as I know, the school is still going
