first you need a location, then a license. then to learn to order and have the money to order and keep prices low but high enough to make a profit. and make sure its in a good location(like plenty of parking, main street access, and good hours as far as open and closed times) then you should be set. oops most important a name for store and employees. you can call distributors for getting your orders in to supply the store. most of them carry everything you'd need.

I'm a long time cigar smoker who has been very active in the on-line and real world cigar communities.
New retail smoke shops are viable propositions ONLY if they are located in affluent and expanding communities with limited smoking regulations, and are able to obtain Padron and Arturo Fuente (the two most in-demand producers of non-Cuban cigars) accounts.
There are already three smoke shops in Long Beach - you need to do significant market research before you go any further!

first and formost get your license (to sell tobacco and to run a business, youll get an EIN number for tax purposes. Find a location (very important to pick a good spot) try commercial eal estate for rent. If you don't have start up funds you can possibly get a loan from the bank or credit union depending on your credit
