The only cell service that I know you can receive free text is Boost Mobile. Incoming Text are free but outgoing are a fee.
Ask your cellular company if they have any promotions for free web service or text messaging for a certain time.

No it is not...usually it is about 10 cents per text but some companies may varie...it depends, you would have to call your phone company to know exactly how much...though there are extras you can put on your plan...for example my company Cingular, it cost $5.00 for 200 texts a month so it comes out pretty good.
