May serve several purposes. I am thinking the highest one may be so that the girls are appearing to wear more clothing. Much like what Cathrine Bach had to do back on Dukes of Hazzard, wear the hose under her Daisy Dukes so as to not be thrown out by censors for inappropriate dress in front of families.
Also, the hose slims their legs and butt and makes their legs look tan, hides the blotches and bad veins, etc.
They may help with circulation as well since the girls are on their feet an awful long time.
But I think it does stem also from the Cheerleader look they are going after. Cheer Leaders also wear hose, so maybe that is also where it stems from?

They do a lot of walking and it helps with the circulation. It also makes their legs look sexier. I am a guy and often dress like a hooters girl it is fun.
