Hmm, I haven't watched many romantic, sexy lesbian DVD's . . . I usually go stronger on GLBTQI issues. But I did love Bound and Tipping the Velvet!
If you want something romantic, albeit a bit sad, with a sort of gorgeous period look to it, try Aimee and Jaguar. It's very lovely.
Also, I know you don't want 'plain brown wrapper', and I doubt you could get them at your local video store, but there are some great movies from tlavideo.com or fatalemedia.com that aren't necessarily porn, but are erotic in nature.
Try looking up the titles: "She Likes Girls: Six Sexy and Romantic Lesbian Short Films", and the picture montage "Sextrospective: A Decade With San Francisco’s Sexiest Lesbians".

My most favorite one is Saving Face.
Wil and Viv make such a great couple and it had a semi-steamy lovemaking scene.
D.E.B.S. was a dissapointment :(
