Tradition. But Bell bottoms are easier to get on or off in an emergency, like attacked and you are in bed, or you fall overboard and your pants and boots fill with water and sink you. They are also easier to roll up if ankle deep in water.

I have no idea but I'll guess that it's because their pants were always getting wet on the bottom and if they were tight they would freeze their legs. And loose bottoms would dry faster in the wind.
