You need to get a spyware program to help combat this. Also try to download either Google's or Yahoo's virus programs.
Any time a program which pops up like that get rid of it--"x" out of it. Do not click on it. It's really just an company trying to sell you a program via a pop up ad; sometimes they will swear that their anti-virus program is free. Still get rid of it.
Often, if you do buy their product they actually enable more spyware and viruses and then may try to sell you "more protection".
There is one free program that does a pretty good job of blocking pop ups and viruses whose name escapes me right now. However, go to About.com and enter the Computer Site. There will be all kinds of articles to answer your virus/pop up questions, suggest free programs, and there wll be a forum where you can ask questions of people directly.
Good luck. I know how annoying it is. However, I suspect that there are very few programs that will 100% block pop ups.

I suggest that you try to carryout system restore once again to a day previous to the day when there was no virus or any problems. It may be a few weeks or months back. You have to decide the date. Detailed instructions are posted at http://fixit.in/systemrestore.html
The problem is likely to be solved. Then,You insatll a standard antivirus soft ware such as Norton, AVG , Avast ( free antivirus software and Ad-aware, Ewido ( free spyware removers). You can download free softwares at
http://fixit.in/antivirus.html and http://fixit.in/spywareremover.html

It sounds like this could be a bout of some sort of adware. Someone might give you specific instructions, but in the meantime, try Ad-aware:
http://www.lavasoftusa.com/
and Spybot:
http://www.safer-networking.org/
These tools are free and might get rid of your problem.

Same thing happened to my laptop. It got so bad that my mouse couldn't work. You don't have to get those other spyware protections. you can probably buy a antivirus cd from wal-mart. the best thing to do is to get it before it gets worst. to get rid of my virus, i had to reboot my whole system, and i lost everything.
