When I try to call a Sprint number that I recieved a call from last night, there is a recording saying the number or code I dialed is incorrect, and to check it and try again. It does the same on a landline phone. Does that mean the person has has their phone cut off?

you need to put a 1 before the number like 1-999-999-9999

when someone calls the number for me on sprint only comes up with the 9 digits not 10 and it wont go thru without the 1 before the 9 digits.
