Not if you bought a 'cut' tree. If you want to plant one, next time purchase a 'balled tree with the roots". They can be planted. If you are planning on do that, it is best to dig the hole when the ground is not frozen (late november or so) and keep it covered. By doing that the Christmas tree can be planted in January. You will also need some dirt and be prepared to water it.
I planted my Christmas tree about 16 years ago and it is now almost 60' tall.

You can't replant a cut Christmas tree--there are no roots left. However, if you water it with hot water every day, and never let the water fall below the cut line, your tree will last a very long time. You will even begin to see new growth on the ends of the branches.

Yes, it will require about 300 dollars of chemicals and major modifications to the existing tree. It can be done, but why not just plant 3 trees for every one lost.

if its above 60 degrees for a while where the tree is and use a root starter for the base of the tree its at most garden centers

If it has a root system, yes. But if its a tree that has been cut at the base, having been severed from the root system, no.

I know people who have done it and it worked....My friend got a live tree for his little girls first christmas and then planted it and that was about 4 years ago and it is fine.....of course it had its roots in a burlap sack tied up

No you can not. It no longer has roots although you can do this with some, a tree is not one of them. You can have it recycled though.
